Unfortunately Outlook 2003 does not have a mass import feature for the GAL. An alternative is to save the contact list into a public folder and then add it as an Outlook Address Book as follows:
1. Right mouse click on Contacts > Properties
2. Go to the Outlook Address Book tab
3. Check "Show this folder as an e-mail Address Book"
Note: This does not apply to OWA.
